Legislation enacted in 2013–14 made major changes to the way the state allocates funding to school districts, replacing the previous K–12 finance system with a new Local Control Funding Formula (LCFF). As part of the LCFF, school districts are required to develop, adopt, and annually update a three-year Local Control and Accountability Plan (LCAP), using a template adopted by the California State Board of Education. The LCAP is required to identify goals and measure progress for student subgroups across multiple performance indicators.

The 2023 Local Control and Accountability Plan (LCAP) was presented during a Public Hearing at the Board of Trustees Meeting on Thursday, May 18, 2023.   A Public Comment period on the LUSD and LBCS Local Control Accountability Plans was open until June 2nd.  The final version was presented to the Board of Trustees on June 12, 2023 and approved.  For your reference the LUSD and LBCS plans are provided below:
